On Monday, September 24, on the 61st day of our wait, we received our LOA!
The
LOA (Letter of Acceptance), also called the LSC (Letter Seeking Confirmation)
is the document that China sends to confirm that
you want to adopt a particular child. We immediately sent it back after checking the box that said "I accept the adoptee mentioned above." ( Fu Yang, soon to be named Juliana Elaine FuYang)
Our agency then immediately filed our I-800
petition with US Citizenship
and Immigration Services. US Immigration determines Juliana's eligibility for classification as a Convention adoptee.That takes about 2- 3 weeks to get back, and then is forwarded
to the National Visa Center (NVC).
The NVC sends their approval to the US Consulate in Guangzhou City. That takes another 2-3 weeks.
When the adoption agency's representative in Guangzhou receives a copy of our NVC letter, Juliana's US visa entry application is submitted to the US Consulate. The US Consulate will review it and issue our Article 5 Letter in about 2 weeks.
When our Article 5 Letter is ready, our representative will pick it up and mail it to the China Center for Children's Welfare and Adoption
(CCCWA) in Beijing for our Travel Approval (TA) to be issued. .Then we wait for TA, which takes another 2-4 weeks.
Finally, we get a Consulate date and make travel arrangements.
The rest of this process has been averaging ~ 10 weeks lately. So, we are still hoping and praying we will go to China before Christmas.
